Residents have been living only with outside help and support, so many requests have been made for it. Even if there was no reply to whether or not to apply, he did not complain or resent in particular, but if he thought that he could apply for it by requesting it from time to time, he had a tendency to stick with it.

 

If there was something needed, the government office also looked for organizations that could support it, rather than securing the government budget. This was a result of the historical background under colonial rule and the long-standing distrust of the government. Therefore, 9 months have passed since the typhoon damage, and the government budget has not been invested yet, so schools, state hospitals, public health centers, and village halls have not been restored. , in order to receive more support from religious groups, etc. Some residents said that. After reviewing all requested documents by individuals, private organizations, and administrative organizations, if support was not possible, we wrote the reason and the contents of an apology and sent a reply individually. Most of the reasons for not being able to apply were for disaster recovery and non-public purposes, such as non-operational areas, repair of private homes, restoration of basketball courts at village halls, and support for village festivals. However, even if it was not in the operational area, medical support related contents were always supported. An ambulance was sent to emergency patients such as pregnant women, and patients with difficult mobility, such as those who had to be amputated due to rotting feet, visited and treated separately.

 

In addition, for patients who could not be operated at the unit, we supported the cost of surgery at an outside hospital. After sending a request letter, the residents replied, “This is the first time we have received a reply like this. Although we did not receive support, we fully understood this and thank the ROK military for showing interest.”

 

In this way, unlike other agencies and organizations, the ARAW Unit did not ignore support request documents, but responded with official documents one by one, instilling confidence in local organizations and residents.

Raise the head of local government and the Philippine military

 

While meeting locals, I tried to practice the unwritten rules of human relations: “Treat others as you would like to be treated” and “If you want to be respected, you must also respect others.” As there are widespread complaints from the residents about not being able to provide adequate support, the South Korean military came at the request of the Philippine President, and the Philippine government is doing its best to restore the damage from the typhoon.”

 

When speaking at formal or informal events or meeting with residents

I praised the "Governor and the Mayor are great leaders and are genuinely working for the people." Also, when it comes to building restoration, medical support, and distribution of relief goods, I have built up the face and prestige of the mayor by saying, “The mayor specifically requests and supports it.”

 

As a result, the heads of local governments became more trusting in the Korean military, and whenever there was an event, they asked me to attend and give a speech. In addition, I always praised the Philippine Army in front of local government heads and residents, and did not leave out the words, “The Philippine Army is good at providing vigilance support so that we can actively carry out our missions in a safe state.”

 

At the completion ceremony, I had a representative of the Philippine Army give a speech before me, and I asked the mayor and the principal to express their gratitude not only to us but also to the Philippine military in congratulatory speeches. I also frequently educated our soldiers, “Always be friendly with the Filipino soldiers, and be careful in your words and actions so as not to hurt their pride and feelings.” We distributed snacks to the Philippine Army in the same way as we did, and preferentially provided relief items such as computers and relief equipment to the military bases.
