사이판 김홍균 한인회장, ‘사이판을 제주도처럼 여겨주오’

코로나 청정지역으로 알려진 사이판 관광 지금이 최적기

 

 

[시사타임즈 = 엄무환 국장] 사이판 한인회장이자 대한민국 해외희생 동포 추념사업회 사이판 지부장인 김홍균 위너스레지던스호텔 회장이 조국 대한민국에 긴급 러브콜을 보냈다. 그동안 사이판을 장악했던 중국인들이 코로나로 인해 모두 물러간 지금 우리나라가 사이판을 공략할 수 있는 절호의 기회라며 사이판을 대한민국의 제주도처럼 만들자는 것.

 

이와 관련한 구체적인 내용을 김 회장이 필자에게 알려왔기에 이를 소개한다.

“현재 우리는 역사책에서나 볼 수 있었던 전대미문의 사태를 겪고 있습니다. 특히 최첨단의 의학과 과학 문명을 자랑하는 현시대임에도 불구하고 이 코로나 사태로 인한 직접적 피해는 차치하고 그 충격과 파급력은 그 척도를 가늠할 수 없을 지경입니다.

 

우리가 그동안 믿어왔던 그리고 쌓아왔던 이 시스템의 존속이 위태롭다고 여겨질 정도이며 우리의 미래와 다음 세대의 미래 역시 예측할 수 없게 되었습니다. 하지만 이러한 상황 속에서도 이전의 많은 어려움을 극복한 것처럼 우리는 이 사태를 극복할 것이고 극복해야만 합니다.

 

인류는 바이러스에 대해 질병에 대해 무지할 때도 많은 희생이 있었지만 견뎌내었고 양차 세계 대전을 비롯한 무수한 고난 가운데에서도 현재의 과학과 문명을 이루어 내었습니다. 그렇게 하기 위해서는 더 나은 사회와 세상으로의 도약을 준비하고 이루어 내야 할 의지와 갈망이 필요한 때입니다.

 

우리가 아는 영국의 윈스턴 처칠은 ‘성공이란 열정을 잃지 않고 실패를 거듭하는 능력’이라고 하였습니다.

 

그렇습니다. 더 안전하고 더 신뢰할 수 있는 우리의 미래를 위해 우리는 힘과 지혜와 용기를 내야 할 것입니다. 작금의 사태에 망연자실하고만 있을 수 없으며 앞으로 있을 또 다른 내일을 준비해야 합니다.

이제 말씀드리고자 하는 것은 정상적인 사회, 일상을 아무 제약없이 누릴 수 있는 사회로 조속히 회복되도록 우리가 무엇을 어떻게 할 것인가입니다.

 

이곳 사이판은 오랫동안 관광 명소로 알려진 곳이며, 한국과 비교적 가까운 비행 거리와 아름다운 자연환경으로 사랑받아 왔습니다.

 

특히 최근에는 어린 자녀를 둔 가족 관광객들의 필수 여행지로 여겨질 정도로 그 명성이 알려지고 있고 수치상으로도 그 점을 알 수 있습니다.

현대 생활에 있어서 여행이란 단순히 여가 생활이라는 개념을 넘어, 힐링과 재충전의 기회를 제공하는 것이기에 우리가 가능한 빨리 정상화해야 할 생활패턴 중 하나라고 볼 수 있습니다.

 

그래서 대부분 관광업을 하고 있는 2,000여 명의 사이판에 거주하는 한국인 교민의 한 사람으로서 한국 정부의 관계자 및 부처 담당자님들께 드리는 당부 말씀은 외국 관광 개방의 첫 테스트 관광지로써 사이판을 고려해 주시기를 바란다는 것입니다.

 

왜냐하면 이곳 사이판은 고립된 지리적인 특성과 엄격한 사회적 거리 두기 시행 등 지방 정부의 각고의 노력으로 코로나바이러스 청정 지역이라고 알려지고 있기 때문입니다.

 

사이판에서는 2월 초에 홍콩과 중국의 항공편을 취소한 이후 중국과 홍콩의 항공편은 한 번도 온 적이 없으며 계획도 없습니다. 오직 한국과 괌에서만 정기 노선이 아닌 특별기로 몇 번 왔는데 한국 노선에서는 감염자가 전혀 발생하지 않았고 괌 노선에서만 유입한 감염자들이 있었습니다.

 

그래서 팬데믹 초기에만 있었던 소수의 지역 감염자들은 이미 회복되었고 괌으로부터 유입된 감염자들이 출입국 과정과 격리시설에서 잘 관리되고 있기 때문에 사이판의 일상생활에서는 코로나 청정 지역임을 증명하고 있습니다.

따라서 한국과 사이판 교류에서는 이미 코로나 방역에서 성공을 거두고 있기 때문에 사이판을 한국 내의 제주도와 같이 격리 기간 없이 자유로이 여행할 수 있는 테스트 여행지로 시도해 보기를 바라고 있습니다.

 

만약 이 테스트가 시작된다면 이곳 사이판을 방문하는 한국 관광객들이 온전히 자연환경만을 즐길 수 있도록 제반 조치를 강구하여 더욱 안전한 여행을 보장할 것입니다.

 

물론, 한국 정부 및 관광 업무 담당자들 그리고 이곳 사이판 지방 정부와의 여러 정보 교류와 협의가 있어야 할 것입니다. 그러한 과정을 우리는 시간 계획표를 가지고 지금부터 준비한다면, 우리는 안전하면서도 정상적인 일상을 영위하는 사회를 앞당기는데 기여하리라 확신합니다.

옛말에 '강 건너 불구경'이라는 말이 있습니다. 남의 일이고 나와는 상관없는 일이라는 의미가 있습니다. 현재 우리가 살고있는 현 세상은 더 이상 남의 일이라는 것은 없는 것 같습니다. 이에 대치되는 말로서 "나비 효과"라는 말이 있습니다. 먼 곳, 다른 곳에서 일어나는 일이지 라도 나에게 영향을 미칠 수 있다는 말입니다.

 

그만큼 현대 사회는 서로 밀접히 연결되어 있으며, 상호 얽혀 있음을 우리는 이번 사태로 실감하고 있습니다. ‘지구촌 가족’이란 말이 참으로 적절하다고 볼 수 있습니다. 그러하기에 이러한 시도와 노력에 대하여 대한민국 국민들과 정부가 전향적으로 긍정적으로 검토해 주실 것을 간곡히 부탁드립니다.

“Currently, we are experiencing unprecedented circumstances that might appear in history books.

 

In particular, even though cutting-edge technology is revolutionizing the medical field, we are watching not only the direct physical damage caused by this corona outbreak, but also mentally its shock and impact cannot be measured.

 

The survival of this system, which we have believed and built up, is considered to be in danger, and our future and the future of the next generation are also unpredictable.

 

However, even in this situation, just as we have overcome many previous difficulties, we will overcome this situation and must overcome it.

 

Even though mankind made many sacrifices even when they were ignorant of viruses and diseases, but they endured it, and in the midst of countless hardships, including the two world wars, achieved the present science and civilization.

 

In order to do so, it is a time when we need the will and longing to prepare and achieve a leap forward to a better society and world.

That's right. For a safer, more reliable future for us, we need strength, wisdom and courage. We can't just be devastated by the current situation, we must prepare for different next tomorrow.

 

Now what I want to tell Korea Government and People is, It is about what we will do and how we will quickly recover to the former society where we enjoyed daily without any restrictions.

 

Saipan has been well known as a tourist attraction, and has been loved for its relatively close flight distance (about 4 Hours from Incheon) and beautiful blue Ocean.

 

Especially in recent years, its reputation has been known enough to be considered a must-visit destination for families with young children, and this can be seen in numbers.

 

In modern life, travel is one of the lifestyle patterns that we need to normalize as soon as possible, as it provides opportunities for healing and recharging beyond the concept of leisure.

 

So, as one of the 2,000 Korean residents living in Saipan, most of whom do tourism, my request to the officials and ministries of the Korean government is that I would like you to consider Saipan as the first test destination for foreign tourism opening.

 

This is because Saipan is called a coronavirus clean area not only because of its isolated geographical characteristics but also because of the hard work of local governments such as enforcement of strict social distancing.

 

Since early Februray, Saipan goverment canceled all flights from Hong Kong and China, there have never been on and there are no plans.

 

Only from Korea and Guam, there have been several special flights, not regular routes, but there have been no infections on Korean routes, and there have been infected people from Guam routes only.

 

There were 77 cumulative confirmed cases, 10 were local infected ones, and precent, 12 October , 75 were recovered, and only 2 confirmed cases.-12 Oct.2020 dashboard of So, a small number of local infections that occurred in Saipan itself, which were only in the early days of the pandemic, have already recovered, and infected people from Guam are well managed in the immigration process and in the quaran -tine facility, proving that it is a corona-clean area in daily life of Saipan.

 

Therefore, since the exchange between Korea and Saipan has already achieved success in corona prevention, we hope that Saipan can be regarded as a place where you can freely travel without a period of isolation, like Jeju Island in Korea.

This is not new. Already, many countries, including Europe, Asia, Pacific area and the Americas, are creating travel bubbles.

 

Travel bubbles, known as travel corridors and corona corridors, are essentially an exclusive partnership between neighboring or nearby countries that have demonstrated considerable success in containing and combating the COVID-19 pandemic within their respective borders. These countries then go on to re-establish connections between them by opening up borders and allowing people to travel freely within the zone without having the need to undergo on-arrival quarantine. If this test begins, we will take measures to ensure that Korean tourists visiting Saipan can enjoy only the natural environment, thereby ensuring safer travel.

 

Of course, there should be a number of information exchanges and consultations with the Korean government and tourism officials and the local government of Saipan.

 

If we prepare for such a process from now on with a time schedule, We are confident that we will contribute to advancing a society that leads a safe and normal daily life.

 

In the old saying, there is a saying,' Watch the fire across the river.’It means that it is other's work and has nothing to do with me.

 

It seems that the present world in which we are living is no longer other's work. As an alternative to this, there is the term "butterfly effect". It means that even if it happens in a distant place or elsewhere, it can affect me.

 

As such, we are realizing that modern society is closely connected and intertwined.

The term 'global village family' can be said to be truly appropriate.

 

Therefore, I sincerely ask the people of the Republic of Korea and the government to proactively and positively review these efforts.“
