[시사타임즈 = 이철원 시사타임즈 회장] Although the Philippines is tolerant of sexual minorities such as gay, it was a country with almost no gender discrimination against women. In the Philippines, with the same concept as Lady First, women and children are prioritized and respected. According to the 2013 Gender Gap Report (items of women's economic participation and opportunity, educational achievement, health and survival, and political empowerment) published by the World Economic Forum (WEF) in 2013, Korea ranked 111th in the gender gap index among 136 countries in the world. The Philippines is ranked fifth after Iceland, Finland, Norway and Sweden. The high status of women is also due to the fact that, as a long-standing tradition of matrilineal society, the custom of valuing women and children, such as our ideology of filial piety, has been maintained.

The Philippines does not discriminate between men and women in all areas of society and treats them equally. Women rather lead the household and have higher responsibilities than men. When women reach the age of 15, most of them come to Manila and work as housekeepers, clerks, and babysitting jobs, sending more than half of their monthly salary to their families. Since English is the official language, there are many Filipino women working as housekeepers in the Americas, Europe, the Middle East, and Hong Kong. The foreign currency they remit to support their families is the main source of foreign currency income for the Philippine government. On the other hand, since women have such a high status, if a woman reports that she has been sexually assaulted or sexually harassed, it is treated as a very important case and investigated, and sexual assault and rapists are strictly handled.

 

Sometimes, if Korean men ignore the local maid and do a lot of work, they may falsely file a sexual harassment case with malice. At this time, if you ignore the maid's complaint that you are not at fault or resolve it incorrectly, you will be banned from leaving the country and you will not be able to visit the Philippines again. In this case, if you give money just because you are asking for a settlement, you will be admitted to the crime, so you should definitely hire a lawyer. Therefore, if Korean men want to live in the Philippines, they should be careful knowing that there are many women who put them in such trouble.

 

In Leyte, the ARAW unit's operational area, public institutions such as city hall, education office, and electric power company seemed to have more than 70% of female employees, and many of the major agency heads I met for the restoration project were women. In Korea, President Park Geun-hye is the first female president, but the Philippines has already had a female president in 1986, and the second female president was elected in 2004. Korea ranked 91st among 189 countries with 15.7% female parliamentarians, while the Philippines ranked 42nd with 27.3%. In particular, in the case of education, almost all were women. Although the proportion decreases slightly as you go to upper secondary schools, more than 95% of elementary school teachers are women, and most of the principals are women. While I was restoring 37 schools in the operational area, I met one male principal. In fact, out of the 82 elementary schools in the operational area, there were only six male principals. The superintendent of the 8th District Office of Education in charge of the central Philippines, including Leyte, where we operate, was also a woman, and the director of the Institute of Science and Technology Education, which oversees the operation of vocational schools, was also a woman.

 

Interestingly, sexual consciousness is more open and advanced than us, but discrimination based on women's beauty seemed to be much more severe than ours. When I visited government offices, most of the high-ranking women had fair skin (?) and were on the beautiful side. In Korea, if invisible discrimination based on gender works, invisible discrimination based on beauty seems to work here.

Around April, at the request of the principals, we attended the graduation ceremonies of 12 schools that we have restored or are about to restore, giving congratulations and awarding scholarships. Interestingly, the first-place graduates of the 12 schools were all female, and each school gave special awards up to the 10th place, and out of the total number of 120 students who received the award, only 10 were male. When I asked the governors and mayors,“Why do only women receive awards at graduation ceremonies?” they replied, “Elementary school boys like to play, so they don’t study except for a very small number of people.” Also, what was more surprising was that, incidentally, the student who received the first prize in the order of appearance was considered the prettiest. When I asked my subordinates who were with me, they had similar thoughts as me.

 

Most of the teachers are women and the principal is also a woman, so I thought it was ironic that the sexual order was similar to an inconsistency even though the aesthetic taste of men was not reflected.
