[ 전문 ] 경실련, 日 평화헌법 9조 개정에 반대하는 韓-日 시민단체 연대 메시지

일본은 한반도와 동북아의 평화를 위해 반드시 평화헌법을 지켜야 합니다.

 

경제정의실천시민연합(이하 경실련)은 최근 들어 급속히 우경화 되고 있는 일본 아베정권에 심각한 우려를 표한다. 무엇보다 “국제 평화를 성실히 희구하고…….무력의 행사를 영구히 포기한다”는 내용의 평화헌법 9조를 무력화하려는 시도를 강력히 규탄하고, 이를 지키려는 일본 시민단체와 연대하며 그들의 노력에 지지를 표명한다.

 

1947년 5월 3일 재정된 일본의 평화헌법은 전범국가인 일본의 재무장을 막고 동북아시아의 긴장 완화와 평화의 메커니즘으로 작용하여 왔으며, 지난 60년 간 단 한 차례도 개정된 적이 없다.

 

그러나 최근 급속한 우경화에 접어든 일본 아베정권이 헌법 9조에 대한 무력화를 시도하면서 동북아시아의 긴장은 고조되고, 한반도 평화는 물론 세계평화마저 위협하고 있다. 일본 정부는 위안부 문제에 대한 제대로 된 사과조차 없으며, 역사 교과서를 왜곡하는 등 과거사에 대해 제대로 된 반성조차 없다. 만약 이대로 평화헌법 9조가 무력화된다면 일본의 시대착오적 군국주의로의 회귀는 불을 보듯 뻔한 일이다.

 

경실련은 1989년 창립 이래로 남북관계의 발전과 동북아시아와 세계평화를 위한 다양한 활동을 전개해왔다. 경실련은 그 어떠한 명분으로도 전쟁이 평화를 대신할 수 없다는 판단 아래 현 일본 정부의 헌법 9조 무력화 시도를 즉각 중단할 것을 촉구하며, 평화 헌법을 수호하기 위해 활동하는 일본의 시민사회에 다시 한 번 연대와 지지의 메시지를 보낸다.

Japan must keep the Peace Constitution for peace in Korean peninsula and the North East Asia region

 

Citizen’s Coalition for Economic Justice (CCEJ) expresses serious concerns on the recent situation that Japan’s Abe administration has been turning rapidly to the right side. CCEJ denounces the Abe administration’s attempt to nullify the Article 9 of the Constitution which includes ‘Japan sincerely aspires an international peace and Japanese people forever renounce a war’. CCEJ shows solidarity with Japanese civil society which defends the Article 9 and support their efforts.

 

The Article 9, which is also called the Peace constitution, legislated in May 3rd, 1949, has been acted to stop rearmament of Japan, to relief tension in the North East Asian region, and to act as a peace mechanism in the region while it has never been amended for last 60 years.

 

However, the Abe administration’s attempting to nullify of the Article 9 has increased tension in the region, and became a threat to Korean peninsula, even to the world peace. Japanese government has not officially show apology on Comfort Women during World War Ⅱ. The government has not shown proper regret on the past affairs while distorting its history on a text book. If the Article 9 is nullified, it is expected that Japan returns to militarism anachronously.

 

CCEJ has been actively participated to improve peace in the region and the Korean peninsula. CCEJ urges the Abe administration to stop their attempt to nullifying the article 9 immediately, believing that war cannot replace peace irrespective of reason. CCEJ expresses solidarity and support to the Japanese civil society which works to defend the Peace constitution.
