Therefore, the focus of the disaster recovery operation was shifted to the restoration of public facilities at the initial stage of dispatch. The reason is that although there have been a lot of requests for restoration of public buildings in the field, the effect of restoration of facilities can be maximized by allowing residents to directly check the results and accompanying events such as completion ceremonies, compared to cleaning up debris and medical support in the damaged area. it was

 

So, the heavy equipment was given the authority to operate the mayors to remove the debris from the typhoon, and the engineering force concentrated on the restoration of the building. At the beginning of the dispatch, the restoration progressed rather slowly because of the characteristics of local facilities and mastery of the construction method, but it began to speed up while working with Philippine engineers. For efficient and safe construction, I organized a total of six construction teams with a lieutenant colonel-level officer as the work team leader, including three cities (Palo, Tanawan, and Tolosa) in the operational area, a government office recovery team, and a team dedicated to the Korean War veterans. One construction team consisted of 70 people, including the Arau Unit's public facility restoration construction engineering corps, security restoration corps, and Philippine engineers, and the work was efficiently divided.

 

The parts that can work indoors even in bad weather are under construction and one building can be restored within 2-3 weeks, so 6 teams were able to recover 6-8 buildings in a month.

During construction, safety is the most important thing, so every day, before starting work, all the troops gathered to conduct a hazard prediction training, and then the military service officer prayed. The start and end times of the work were not set, and the work was flexibly operated according to the climate, and the work was stopped during the hottest day of the day from 12 to 2 o'clock in the afternoon, and the work was allowed to take a break. And the dangerous and high-tech work could be restored without serious injuries until it was withdrawn by hiring a local engineer. As a result of this restoration project, a total of 67 public buildings were restored over 11 months, including 37 schools including elementary schools and high schools, 7 comfort facilities such as hospitals, orphanages, and village halls, and 24 government offices such as police stations, fire stations, courts, and city councils. withdrew.
